地域ケアそうか

2022度よりスタートした重層的支援体制整備事業の拠点。

「・・・これまでの福祉政策が整備してきた、子ども・障がい者・高齢者・生活困窮者といった対象者ごとの支援体制だけでは、人びとが持つ様々なニーズへの対応が困難になっています。

その一方で、地域の様々な動きに目を向けると、・・・特定の課題の解決を念頭に始まる活動だけでなく、参加する人たちの興味や関心から活動が始まりそれが広がったり横につながったりしながら関係性が豊かなコミュニティが生まれている活動もあります。」厚生労働省のホームページより

 

私が普段、コーヒー屋さんや町の営繕をしながら取り組んできた、豊かな日常をつくっていくための、福祉とも地域活動とも営みともなんとも言えないような活動と、とても近いところにある制度だと感じる。

そんな、今後の展開が楽しみな制度を支える場所はどうあったら良いのか?福祉楽団の皆さんと議論したり、国内外の事例をみながらつくったのは、とてもシンプルな事業所である。ベンガラ色の構え。大きなテーブルやキッチンのあるオモテ。ベンチや小さなテーブルの並ぶトオリ。訪問介護などの事業の拠点となるオク。

今はぴかぴかで空っぽのこの場所が、どんなふうに設えられ、つかわれ、古びて、愛されていくのか。わくわくとそばで見守っていこうと思う。

Community Care Souka

The base of the project to develop a multilayered support system, which started in the 2022 fiscal year.

The support system for children, the disabled, the elderly, and the needy, which has been established by past welfare policies, is no longer sufficient to meet the various needs of people.

On the other hand, if we look at the various activities in the community, we find that … not only activities are initiated with the resolution of specific issues in mind, but also activities are initiated from the interests of the people who participate, and these activities spread and are connected horizontally, creating a community with rich relationships. I feel that this system is very close to the kind of activities that I have been engaged in while working at a coffee shop and repairing the town, activities that are neither welfare, community activities, nor business activities, but rather activities to create a rich everyday life.

What kind of place should support such a system whose future development we are looking forward to? We created a very simple office after discussions with the members of the Welfare Band and after looking at examples in Japan and overseas. Bengalla-colored structure. The front with large tables and a kitchen. The front is lined with benches and small tables. The back of the building is the base of operations for visiting elderly care and other services.

How will this shiny, empty place be set up, used, aged, and loved? I am excited to watch over it.
